Quinze alimentos in natura ou pouco industrializados vão compor a cesta básica nacional e pagar imposto zero, com a reforma tributária. O projeto de lei complementar que regulamenta o tema, enviado na noite desta quarta-feira (24) ao Congresso, trouxe ainda 14 produtos com alíquota reduzida em 60%.
Na justificativa do projeto, o governo informou que se baseou nos alimentos in natura ou “minimamente processados” para definir a cesta básica nacional. O texto destacou que o governo seguiu as recomendações de alimentação saudável e nutricionalmente adequada do Guia Alimentar para a População Brasileira, do Ministério da Saúde.
Embora tenha citado motivos de saúde, alguns alimentos com gordura saturada, como óleo de soja e manteiga, ou com substâncias que criam dependência, como o café, foram incluídos na cesta básica nacional. Nesse caso, a justificativa é a de que esses itens são essenciais na alimentação do brasileiro e já fazem parte da cesta básica tradicional.

Em todos os casos, o governo optou por listas reduzidas, com prioridade para alimentos sadios ou o consumo pela população mais pobre. No início de abril, a Associação Brasileira de Supermercados (Abras) encaminhou um pedido ao presidente do Senado, Rodrigo Pacheco, para ampliar o conceito de cesta básica e incluir alguns itens de luxo.
Os supermercados defendiam a isenção de impostos para itens como fígados gordos (foie gras), camarão, lagostas, ostras, queijos com mofo e cogumelos. Já itens como caviar, cerveja, vinho, champanhe e chocolate teriam redução de 60% na alíquota.
Apesar da justificativa de preservar a saúde, em outro ponto do projeto de lei, o governo excluiu alimentos ultraprocessados do Imposto Seletivo, que incidirá sobre alimentos considerados prejudiciais à saúde. Apenas bebidas com adição de açúcar e conservantes sofrerão a incidência do imposto.
Em março, um manifesto assinado por médicos como Drauzio Varella e Daniel Becker, além de personalidades como as chefs Bela Gil e Rita Lobo, pedia a inclusão dos produtos ultraprocessados no Imposto Seletivo. Intitulado “Manifesto por uma reforma tributária saudável”, o texto teve apoio de organizações como a Associação Brasileira de Nutrição (Asbran), a Associação Brasileira de Saúde Coletiva (Abrasco) e o Instituto Brasileiro de Defesa do Consumidor (Idec).
